In 10.12 it's in ~/Library/.GlobalPreferences.plist (note the leading dot,
meaning it’s a hidden file. ) You can open a terminal window and do rm
Library/Prefereneces/.GlobalPreferences.plist , log off and log back in and see
if your mouse behaves.
This will wipe out a lot of preferences,
out of the box, but the command and option keys are swapped around.
There are utilities to switch this.
Windows mice are much more functional, they work oob with no issues:
left/right, scroll wheel just work when you plug one in.

The controllers will have more discrete, physically larger components. More
mass == more thermal mass to deal with heat and power.
In the days when you could charge $400 for a HDD, QC could be much more
thorough than when you can charge < $100.
