and what play the defense calls and then sets a possible and probable play and

That in deed could work. As you pointed out a player doesn't
necessarily need the position of every player in the game. Only the
critical info is really necessary. Especially, if the point of view is
on the player closest to the ball. He is the most likely to react
anyway.
