I have a theory that it's impossible to prove anything, but I
omment.
It seems to me that this would help to prioritize Bugzilla feature
requests based on the usage of all users, rather than just the vocal
ones, as it is now.

There's no reason that such Gimp-Perl calls couldn't be used with the
various mod_perl-based template systems already. (Perhaps with a bit
of futzing).
