that included an option to treat LF as CRLF. This menu item was not on
the web interface for the printer, which is where I was initially looking.

PDF and BIN files are sent as BASE64. BASE64 encoding of TXT files is
normal in the email world. That is your best approach.

I guess the question is:
Why is it ok for the IOCP, but not ok for the IODEF?
Sounds like someone in the z/os group IODEF programmer did not talk to
the hardware guys.
