I have run into this time and time again and also do 12 layer
boards(8 signal and 4 power etal). The auto router is very tough to figure
out because it does not obey the constraints I place on it. It is a female
by nature and has mood swings to boot.

I use the autorouter often, but:
- I only use "Route All"
- Boards are not too complex, e.g., 5"x7", 4-layer, some fine-pitch but no
BGA.
- I use a layer-specific keepout, but I pre-routed all the nets within that

pad and place a new fannout somewhere
it does the best when it has the most to do, i.e. limited or no
preroutes and then Route All
if you have preroutes they should be completely routed nets and then
lock

I have some time on my hands and I figured I would mess with the
auto router. I have been running into some problems, no surprise. I am
manually fanning out my components and trying to have the auto router route
