If you keep consistent design practices geared around 99SE's DRC capabilities, yes, some things may take a little extra effort, but, you should be able to maximize out the built in DRC without having to do checks with additional tools. However, I'm upset to hear that 2004's DRC might

If you have a need to use 2004, I would recommend purchasing additional DRC software. ie Lavenir ( Pentalogix) Veiwmate or Viewmaster. 2004 is more prone to leaving hanging traces if you need to heavily modify a design. Unless you mask every net that needs edited, in the single layer mode
