I can confirm this bug but not directly. One of Polish TB! users described
exactly the same behaviour of common filters in version 3.51.10.
However, all my common filters work fine.

I think
messages to check if the bug is corrected and all found messages were
displayed as plain text view, but with double characters instead UTF-8 ones.
Manual change of encoding to UTF-8 in search panel gives good result:
message is displayed in PTV with correct characters.
