Well, the problem as I see it, is that Apple is telling people in the first place that VoiceOver users shouldn't install the beta, which is where the petition is coming from. I didn't see anything in the petition that said the petitioner went ahead and installed the beta and is now whining

There's quite a difference between a public beta and a developers' beta. The original warning notioce was for a developer's beta, which came out one week BEFORE the PUBLIC beta was released. No change was made to improve the functioning of VoiceOver with Watch OS 7 during those seven days.
