This is interesting. I just noticed this too after trying to explain to Todd.
Interestingly enough, I swear it worked correctly before but now does not.
Wonder if it was an update that broke it.

I just realized when I tried to explain to Todd how to delete apps that there
is a small mistake in how the "Activate" and "Move" options are labelled.
What Voiceover actually says if you swipe up or down on an app and double tap
on "Arrange Apps" is this (
Todd, "custom actions" is the feature where you may or may not see on your
Braille display that there are "actions available" for any screen, such as the
home screen. They are custom as both Apple and third party developers can have
whatever they choose as available actions. So that's where I go

What Chris means by "custom action" is simply a reference to the new way of
moving/arranging apps in iOS 10 which you do by flicking up or down when you
are on the home screen with focus on whichever app you want to move or delete.
