Do you have Tones or Ringtones, whatever iTunes now says checked? Then, do you have sync all ring tones check? If not, you have to make sure each one you want is checked. Also, did you ever open and play them in iTunes? If you do, that insures that they are ready to be synced with your iphone

All of these ringtone apps still require you to sync via iTunes. First you have to make sure the ringtones you selected are in iTunes, then with your phone connected go to the device section, tab to the treeview that starts with “Summary” and arrow to Tones. Now tab and see if yoou have it set

The iPhone cannot use mp3 ringtones. They have to be in m4r format, which is just m4a with an r instead of an a at the end. You could use a program like GoldWave to convert them to m4a then rename them m4r. Then, you would have to open them with iTunes then sync them to your phone
