Much like Maya users picking up XSI and bitching about the schematic being
inferior to the HG for scene management (it is), it's a classic thing for
XSI users to bitch about the outliner being inferior to the explorer (it
is).
For hierarchy management the HG is a better place to be by a long shot.

Maya isn't XSI, it differs so fundamentally in its approach to the scene
that the outliner will simply never be as good as the explorer, even if
they were to massively revamp it.

Give the HG a try for hierarchy shuffling.
