Welcome to bait and switch, Mike. Did the ISP tack on a heavy early
termination clause in your contract? If not find somebody more honest
and get your service from them. What you have is an account that seems
to be ideal for spammers, minimum cost and minimum service. They get
the account, spew, and abandon it immediately. Even a year's charges
on the account are a mere cost of doing business for them.
