If he's unsettled over the issue I'd tell him that since 231 and 231C were 
incorporated into 13, then all the related information of 13 now becomes 
intertwined with what used to be in those other documents.

There's not much more you can do.

I agree and that's the approach I've always taken. Hydraulic calculations are 
one of the many deciding factors for me. I've learned closer spacing allows 
smaller pipe sizes, to a point of course. The rub for him is that 13 has 
segregated storage from the rest. He didn't question it when 231 and 231C was 
around (why not?). For him it's just a matter of documentation.
He's a realistic thinker so he's not being hard nosed and will accept what has 
been discussed here.

coverage, OH is OH and EH is EH regardless of the occupancy.  So there's no 
reason to repeat the info specifically in the storage section of 13 when the 
limitations of the specific sprinkler type and spacing is listed elsewhere in 
the document.  There aren't any specific spacing rules for storage versus 
non-storage areas for standard sprinklers.  Sprinkler spacing are based on 
their listings.

The only specific spacing data in 13 is related to in-rack sprinklers.
The AHJ just isn't going to see it in that section.
