okay, I'll add more fuel to this pile. Check out the 2009 Report on Proposals, Item 13-210, for a new paragraph 8.15.22.3, which it appears that the committee "accepted in principle".
This would allow for a "largely" unsprinklered noncombustible space above a lower ceilings of an office or retail sales area...and the space above the ceiling doesn't even have to be "cut-off" from the storage areas. Sprinklers are required below the ceiling, but the sprinklers at the high roof would only extend into a portion of the space above the ceiling. The proposal even calls this an "almost concealed" space.
