You asked Gene, but I'm going to chime in with an answer: Peter Hartman actually wrote *the* book on that topic (which is, sadly, no longer in print but is widely available on the used book market): "Starting a Documentation Group: A Hands-On Guide" by Peter J. Hartman (ISBN 0967417902, Clear Point Consultants Press, 1999.)
