I am guessing they don't use it now with 20+ minute login times. I agree some serious evaluation needs to be done, but with a setup that sounds that bad it might be better to inventory and see what can be used towards the new vision. Who knows they might have everything they need to make things run smoother, but lack the human component to configure it correctly.
If all the buildings have fiber running to them that is a huge step in the right direction. It sounds like bits and pieces are there, and who knows it might just take a more pieces to get it running smoother. I like a good challenge as much as the next guy, but I think this might be a little much unless you have guaranteed support from TPTB.
