I agree with Jim, the situation got bad and they gave up.  i doubt
that the 250 tickets a week get solved and I bet
machine age and no normal maintenance is a result of, "They can't fire
me, so why bother".  And sometime in situations like this
it's like trying to swim up Niagara Falls.  If the BOE wants it
cleaned up they are going to have to stick some bigger $$ into the
problem.
Don't forget, 5 year old servers too, but that doesn't mean there bad,
probably neglected.
