Exactly. The technical issues are likely the least of the problems. Generally speaking, tech solutions tend to present themselves as fairly obvious once the problems are identified. Things could not have reached this state unless there were serious problems on the administrative end. The real key will be to piece together a plan for addressing the issues, and the person taking this position will have to get TPTB on board for the ride if the plan is to have any hope for success.
