     I think society will tend to understand that people grow. But... this
is a problem where pages are maintained.

     No.  The reason it was published was  because 

        1. pertains to the business of the nation
        2. it was news
        3. it was a FEDERAL copyright free item

     This pertains directly to our right to be informed about what is
happening in our government, so as to enable us to inform our elected
representatives of what we want.  Hence, they more or less had to release
it sooner or later.

     In any other circumstance, the publishers of such information would
probably be slapped with a Very Hefty lawsuit for... I don't recall the
details, but as a former professional (industrial) photographer, I know
that except under rather narrow circumstances, you need a release before
publishing a person's picture for your personal gain.  This also applies
to recognizable properties.  If I photographed you or your home for a
newspaper article, I would likely be ok.  If I used you or your home for
an advertisement or another purpose not intended to benefit you directly,
I would need a release from you, and you would likely ask for payment for
that.  Failing to get that form, you could sue me for compensation for the
use of your property for my gain, and damages if it lowered the value of
your property.
