I think Kathy Gill is a guide at the Mining Co so if she's around
she'll surely add her $0.02.

MC is essentially a large group of subject areas, each of which has an
editor or guide. You can apply to be a subject area editor in
categories where they're looking for guides or suggest one of your own.

These people follow some general content and layout rules but make most
of the decisions about what links or reviews to include in their areas.

I've had good success getting coverage for sites that are properly
related to an area's content by dropping an email to the guide
explaining why I think the site would be a good resource for their
audience.
