To be fair, Galio has apologised multiple times (not for the wording, but "if you feel offended") on the letter's meta talk page<https://meta.wikimedia.org/wiki/Talk:Wikimedia_Argentina/Open_letter_regarding_URAA>. There is much discussion there of what was really meant, and the problems with the letter's wording.
I think WM Argentina has a legitimate point to make about the wasted work of its members, so it's a shame that it was expressed in such a way.
