It's all about money. :) The higher end access packages either raise the cap
or remove it... so those who need it will pay for it, which more or less
brings the discussion in a full circle - those who need faster upload
will pay for more download speed than they really need or will use. (It's
one reason i upgraded my speed.... )

For some types of applications to really work -- like full motion
two-way video -- providers are going to have to get away from the
asymmetric model and stop capping upstream speeds at a fraction of
the downstream.  I know in the beginning they were doing it to
discourage people from running servers from home, but is there any
other real reason to cap the upstream so low?
