he means as in a discount for cash or a fee for using credit - it's
prohibited by the TOS a merchant accepts when he applies for a
merchant account. The only exception is goverment and some public
utilties - they can pass the fee to the customer.

The also can't set minimum purchases to use credit cards either.

act that they have to pay visa, amex, mc 1-2% and accordingly make their
selling price enough to cover those costs. You don't actually believe a
business would give money away do you, which is effectively what you are
suggesting.
