My understanding--and Apple's representation--is that no one at Apple actually has the tools to do this. If they develop that ability in house then a human or humans then have those tools. This is then a de facto compromise of the security, humans being notoriously susceptible to corruption. What was that Machiavelli said about power?And possession of those tools is a lot of power.
