I wonder what is testable? We cannot test for unicorns or dragons. But have we missed the boat somehow, by not using better equipment to test with. If you ever look at ghost hunters they seem to use small, hacked, smartphones, or not so smart phones (2G,3G), and listen afterwards for "voice", or search the radio band for responses. Unscientific, in my opinion, yet, in principle, if there's anything of "substance," one could, in principle, detect phenomena, with far, more, complex, equipment. This would taker serious bucks to create new devices, and the engineers to create them ($$$).
