Based on your info, Amy, seems like the easiest thing would be to go 
ahead and wind the full 48 ends on the last section, then just not 
thread and use the final 5 or so ends?

I was also thinking about a floating selvage--since this isn't going to 
be a two or more block twill, I probably won't need it, but it does 
provide a little tidier edge.  Is that a problem with 16 shafts?
