You adjust the springs, using the horizontal chains, to get the correct tension on the shafts so they don't float if you have a higher tension on the warp. The springs are what brings the shafts back down. It could be that they are too tight, that would make the shafts more difficult to lift. You can adjust them by lengthening the chains... if you make them too loose, they will float, so you just shorten the chain a a bit.

I'm also having a problem with the heddle frames falling when I treadle (have both 1/15 pegged, to lift individual frames for untangling heddles, and plain weave). #3, for example, I had to untangle in place because it wouldn't stay up when the treadle was held down. Does this have anything to do with the springs?

That probably has more to do with the pulleys at the top or in the dobby. Check all the cables to make sure nothing is crossed and the cables are staying in the pulleys. Check the cables going into the dobby...... they should be clean and the ball should fit into the dobby arm without slipping out. Make sure the dobby arm is tightened down. Have someone watch the dobby fingers and arm while you treadle, to make sure the cables are getting caught when they should.

Sometimes a heddle will catch on another shaft, sometimes a shaft will catch on its neighbor.
