FS2K2 solves this problem with using the placement info in the textures. All you need is a 2bit texture where bit 1 means place an object here and bit 0 means no object here. You'd need these masks for each ground texture you have. Placing the objects manually on top of each texture is not that much work, unless you really have a lot of textures.
