I actually don't know that one. The Wing'ed creatures (they're never called
fell beasts in the book other than descriptively), might have been human, as
might the screams of the ring wraiths (which I much preferd in the bbc radio
play to the film) One of the few combinations where Tolkien's description of
the sound is followed to the ltter even down to the dysmal quality despite
the higher register and the long wailing descending note at the end.
As to how it was actually done though I have no idea. There are no actors
listed as specifically making sounds for those creatures the way jenny Lee
is credited with Shelob, however each story also lists several technical
asistants, or actors simply noted as "weith" so it's entirely possible that
one of them was responsable for the noise.
Either way if that was done with a human voice and sampling that's an even
better example, (heck the fact that we can't actually tell! whether it was
human or not really attests for it's quality).
