Where is it implied that there is no space for civil society initiatives?
The discussion was about a particular suggestion, which is redundant and
even dangerous, considering the politics behind it.

At any rate, why is it assumed that 'civil society initiatives' are immune
to corrupting influences, compared to constitutional institutions? Democracy
to a large extend depends on the unelected (but certainly not unaccountable)

It is in the enforcement part of it that civil society initiatives become
important. Constitutional law however, is non-negotiable.
