Where is it implied that there is no space for civil society initiatives? The discussion was about a particular suggestion, which is redundant and even dangerous, considering the politics behind it. At any rate, why is it assumed that 'civil society initiatives' are immune to corrupting influences, compared to constitutional institutions? The framework is typically a Constitution. In many countries, Constitutions are mere pieces of paper, ignored by rulers. In a true democracy like India, the Constitution is actually enforced.* It is in the enforcement part of it that civil society initiatives become important. Constitutional law however, is non-negotiable.
