Constitution is not Gospel. However, Constitution also has checks and balances, but no Constitution is as good as its implementation. However, a belief in constitutional law is an absolute must, fortunately it exists in this country. Otherwise, we would have become another Pakistan.

But the proposal for 'social audit' goes far beyond that - it asks for an outsourcing of state authority without accountability. The moment 'civil society' initiatives are granted the teeth of authority (with or without accountability) they cease to be civil society initiatives and become part of the bureaucracy. On a practical note, think of how such an audit could be implemented. Clearly, the responsibility of choosing the committee has to rest with some bureaucrat(s)/politician(s). Today Ram Puniyani et al. can hope to find a place in such a committee since the UPA is in power. If the NDA comes to power tomorrow, they will fill the committee with Gurumurthys and MGS Narayanans. I guess that won't be acceptable to a majority of the NAPM guys.
