Yes, we're talking about the pro version.  It does have per-user
configuration.  The Techs just haven't gotten it to work right for us yet,
and noted that it has to be centrally administrated by the techs for each
individual.  They had assumed that each user could manipulate their own, but
being a text file, I wouldn't expect each individual to have the capacity to
do so with a text editor or notepad, plus having to share the folder out to
everybody, when most aren't logging in to the NT domain here.

Are you sure you are even talking about the right product?  The Pro version
does offer per user configurations?  I have had nothing but excellent luck
with DECLUDE and Scott.  Have you emailed Scott for help?
