Yes and no. That's all that's needed to uninstall the app, but if you have settings that are somehow corrupted, that probably is not enough. You should probably try that first, but you may want to delete the Lightroom folder inside your Library folder. (I don't have Lightroom myself, so I can't give you the exact path.)
