Deleting the application support folder is unlikely to solve anything. However, after deleting the existing LR apps and re-installing LR, running a file system verification and disk permissions repair is actually a good idea, particularly if you did an OS X operating system install or update recently.
For the startup volume, you generally want to do this after rebooting from the OS X recovery volume. If you're interested, send me a note and I'll write you explicit instructions.
