Pat is right BTW... this is a lot of work. But, I still think it's a worthy endeavour and chances are you can also loop in people from NZ as well (flight is closer than Perth... =] ).
When RailsConf Europe was cancelled, someone put their hand up to create Rails Underground in London, which IMHO was actually a better conference at the end of the day thatn the RailsConf Europe that had been in Berlin the year before. I've forgotten the guy's name (google is your friend) but he had a nice presentation on how to bring together your own conference and would probably be happy to give the wisdom of his experience.
