Review Board wouldn't be sending a 400 Bad Request. Sounds more like Apache
might be confused somewhere.

Do you have an old Review Board Apache config file sitting around?

Are there any more detailed errors in /var/log/apache/error_log (possibly
/var/log/httpd/error_log, or similar).
