It's hard to say what might be causing that. Do you know what all was
upgraded when you upgraded Apache?

I'm wondering if perhaps the Python version changed (given how old Review
Board was before, you might have been on Python 2.6 or lower). If that's
the case, then you have Review Board installed with an older Python, and
Apache now running a newer Python, so you'll have to re-install Review
Board as well.
