That was never a problem. Since traction motors turn only one wheelset, wheel rotation would equalize in a locomotive consist. Each locomotive would contribute horsepower independently of the others.
Engineers had tables showing the tractive effort and load rating times of different locomotives running in consist with each other, and ran locomotive consists according to the "weakest link", if you want to call it that.
