I believe that is correct. I think that Lionel missed the mark with this one. To me they tried to just "dip their toes in" to see what would happen. How many scale modelers are really going to buy this with swinging pilots? Perhaps they can be fixed, but if it isn't a factory option why bother offering scale wheels? Yeah, I can see guys slapping this in a consist with their Greenbrier Models brass GP-30's... Not.
