Yesterday, Thursday March 30, property rights advocates won a great victory in the Senate Budget Committee. An amendment to include funds for the pork barrel land grab Conservation and Reinvestment Act (CARA) was defeated by a 13 to 9 vote. Senator Tim Johnson (D-SD) introduced the amendment to include CARA in the plans for the Senate's budget blueprint. The amendment advocated creation of a separate trust fund, exempt from the annual appropriations process, so federal and state governments can spend over one billion dollars per year to grab land. He was joined by Senators Sarbanes (D-MD) and Boxer (D-CA). Senator Slade Gorton (R-WA) stopped this land grab by introducing a substitute amendment. It stated that any funds for land acquisition should come from regular appropriations, and not a trust fund. He was joined by Senator Pete Domenici (R-NM). Gorton's substitute amendment against CARA was approved by a vote of 13 to 9, stopping Senator Johnson from further attempts at land grabbing in committee. Here is the roll call vote. For instance, the figure on the left depicts a reproduction of the statue of the Roman goddess Artemis standing in her sanctuary in the once Ionian Greek, but now Turkish, city of Ephesus clothed in a dress with numerous swellings. Prior to my having identified many prehistoric anthropoid figurines as personified mushrooms, I would have assumed, as many scholars and laymen have, that the plain swellings on the dress' bodice were intended to represent, for some reason, a multitude of breasts, but that the swellings on the dress' skirt were intended to be different, strictly decorative, structures. However, after comparing the statue's dress to the pocked surfaces of the many prehistoric figurines, like the one on the left in Fig. 14, which I had by then identified as personified A. muscariae, it was readily apparent that all the swellings on Artemis' dress were intended to personify studs on the surface of a developing A. muscaria. More specifically, comparing the dress' raised, striated neckline to the continuous rings left on the upper stems of many A. muscariae by their ruptured partial veils ( adjacent figure, left), I could infer that the dress' neckline was designed to personify such a ring. And, by comparing the statue's bent arms to the discontinuous rings that are left on the upper stems of other mature A. muscariae by their ruptured partial veils, such as the one on the right in the same figure, I could infer that the statue's bent arms had been sculpted to personify a discontinuous ring. It was then no longer surprising that Artemis' name had been derived from the Greek word tmesis for a cutting, or plant part that grows into a new plant, as the Neoplatonist philosopher Porhyry had inferred.1 An ancient Greek wordsmith had evidently personified the A.muscaria as a cutting using tmesis, because the A. muscaria was considered a part which sprang from its arboreal host with the ability to grow into a new plant, just as Vedic priests regarded Soma as a shoot or amsu. Contrary to Porphyry's belief that Ar- was derived from the Greek stem aer- for air, and that Artemis thus meant "cutting the air", it is more likely that Ar- was derived from the Greek root arg- for the luminous moon. This parallels the finding that the name of the Hindu deity Soma, which Wasson recognized as a personified A. muscaria, had been derived from the identical Sanskrit word for moon. The reasons for this naming convention is that A. muscariae emerge from spherical, white bioluminescent primordia, like the one in Figure, and prehistoric wordsmiths, artists and mytho-poets metaphorized that primordium as a little moon. Artemis was therefore also intimately associated with the night, with trees and with the forest, in general. Moreover, she was intimately associated with bears and bees. Okay, so we are now going to tar *all* environmental activists with the
label "eco-terrorist" fnord. Look, people, there are those of us who
really do believe that it is NOT all right to clearcut old-growth forest in
the name of profit, prosperity, and the Amurrican developer. And a very good
case can be made (see, e.g., last fall's thread on the "anarchist" actions
in Seattle) that destruction of property is justified when that property is
itself used to destroy the natural environment. [BTW, I *don't* agree with
that...I feel that such actions merely feed into the schemes of the
Oligarchy. However, I must respect and honor the people who *do* espouse
such an approach.] If the White House acted to protect the right of American
citizens to exercise their First Amendment rights in the face of opposition
from the corporate elite and their lackeys, so much the better.
At the risk of opening myself to the flames for which certain members of
this list are infamous, I might even suggest that it was Clinton
administration actions such as the ones attacked in this post that lay
behind the impeachment drive. I strongly suspect that the Republican bosses
and their masters could have cared less about how many women Bill Clinton
fondled. What mattered to them was that he potentially posed a serious
threat to their self-defined "right" to exploit whatever they feel like
exploiting, all for the sake of the Divine Market. ("Potentially,"
because--as we have seen--Bill Clinton is no less an agent of the New
Globalism. But at the moment, we're considering what the Republicans
*thought* he intended, not what he *actually* intended.)

The weapon, targeting victims by ethnic origin, is seen as Israel's response to Iraq's threat of chemical and biological attacks. Yesterday Saddam Hussein, the Iraqi leader, backed away from the brink of war and agreed to resume co-operation with the inspection teams seeking his suspected chemical and biological weapons plants. Kofi Annan, the United Nation secretary-general, said he believed Iraq had met UN requirements. As Britain and America stood by to bomb Saddam, however, Tony Blair's office said compliance must be unconditional. The White House, which is threatening Iraq with the biggest onslaught since the Gulf war, said President Bill Clinton's advisers were assessing whether Iraq's offer was adequate. The Pentagon is ready to bomb within days. Last week Downing Street warned Labour MPs that Saddam could be only weeks away from completing the construction of offensive biological weapons mounted on Scud missiles. Israel was hit by Scuds during the Gulf war and fears it would be the prime target. In developing their "ethno-bomb", Israeli scientists are trying to exploit medical advances by identifying distinctive genes carried by some Arabs, then create a genetically modified bacterium or virus. The intention is to use the ability of viruses and certain bacteria to alter the DNA inside their host's living cells. The scientists are trying to engineer deadly micro-organisms that attack only those bearing the distinctive genes. The programme is based at the biological institute in Nes Tziyona, the main research facility for Israel's clandestine arsenal of chemical and biological weapons. A scientist there said the task was hugely complicated because both Arabs and Jews are of semitic origin. But he added: "They have, however, succeeded in pinpointing a particular characteristic in the genetic profile of certain Arab communities, particularly the Iraqi people." The disease could be spread by spraying the organisms into the air or putting them in water supplies. The research mirrors biological studies conducted by South African scientists during the apartheid era and revealed in testimony before the truth and reconciliation commission. The idea of a Jewish state conducting such research has already provoked outrage in some quarters because of parallels with the genetic experiments of Dr Josef Mengele, the Nazi scientist at Auschwitz. Dedi Zucker, a member of knesset, the Israeli parliament, denounced the research yesterday. "Morally, based on our history, and our tradition and our experience, such a weapon is monstrous and should be denied," he said. Some experts said that although the concept of an ethnically targeted weapon was feasible, the practical aspects of creating one were enormous. Dr Daan Goosen, head of a South African chemical and biological warfare plant, said his team was ordered in the 1980s to develop a "pigmentation weapon" to target only black people. He said the team discussed spreading a disease in beer, maize or even vaccinations but never managed to develop one. However, a confidential Pentagon report warned last year that biological agents could be genetically engineered to produce new lethal weapons. William Cohen, the American defence secretary, revealed that he had received reports of countries working to create "certain types of pathogens that would be ethnic-specific". A senior western intelligence source confirmed last week that Israel was one of the countries Cohen had in mind. The "ethno-bomb" claims have been given further credence in Foreign Report, a Jane's publication that closely monitors security and defence matters. It reports unnamed South African sources as saying Israeli scientists have used some of the South African research in trying to develop an "ethnic bullet" against Arabs. It also says Israelis discovered aspects of the Arab genetic make-up by researching on "Jews of Arab origin, especially Iraqis". The British Medical Association has become so concerned about the lethal potential of genetically based biological weapons that it has opened an investigation, which is due to report in January. Dr Vivienne Nathanson, who organised the research, said: "With an ethnically targeted weapon, you could even hit groups within a population. The history of warfare, in which many conflicts have an ethnic factor, shows us how dangerous this could be." Porton Down, Britain's biological defence establishment, said last week that such weapons were theoretically possible. comment to them about a phrase in the article. The question becomes: who'd
afraid of the lawsuits, the Americans' or the parent (non-American) companies?
I would venture a guess that Bill Jeff is taking lending his ear to some of his
Euro-Buddies. This is like the 'banana wars': DoJ sues the gun makers and
winds up p'ing off the Euros who really own the gun manufacturers (except for
Ruger). The dough from any settlement comes out of Britland or Belgium or
Italy or Austria. So, what do they do? Put an embargo on gun shipments to /
close down the factories over here in the U.S. (hint: that would be a good
time to buy Ruger stock)? AER

Gun Manufacturer Fell for Smoke Screen

There's a story that's been told before but bears repeating. It's the story of
a man who, while walking down a dirt path, encountered a snake that had somehow
been injured and pleaded with the man to help him. The man shook his head and
said, "I'm not going to touch you. You're a snake and you'll bite me."
But the snake promised that he wouldn't bite him because he really needed his
help. So the man reached down, picked up the snake and proceeded to treat his
injuries when all of a sudden, the snake lashed out and bit him! Stunned, the
man exclaimed, "You promised that if I helped you that you wouldn't bite me and
you bit me anyway!"
To which the snake replied, "Why are you so surprised? You knew very well what
I was when you picked me up."
Now, let's say the man in this story is actually United States gun
manufacturers and the snake is the Clinton administration. That being the case,
you should now have an accurate picture of what the latest story is on our
Second Amendment rights in America.
The Clinton Administration has been trying for years to strip Americans of
their constitutional right to own guns and little by little, have advanced
their cause. Instead of viewing tragedies such as Columbine and other shootings
of school children and innocent people as acts committed by mentally unstable
people heavily influenced by a godless, secular environment, this
administration used them to advance their gun-grabbing agenda.
The major media reported late last week that Smith and Wesson, by far the
largest and most well-known gun manufacturer in the United States, struck a
deal with the Clinton administration to allow them to continue manufacturing
guns. The deal is essentially ideal for an industry that fears the same
litigious treatment by the administration and the public with regard to guns
that's currently being endured by the tobacco industry regarding smoking.
The deal is this, in exchange for a promise by the administration granting the
company legal immunity and to avoid lawsuits filed by nearly 30 states, cities
and counties in an attempt by those governments to recover the losses incurred
through gun-related violence, Smith and Wesson will agree to alter the
manufacture of their guns.
The guns they manufacture will contain mandatory trigger locks so that while
the guns may look threatening, they are actually rendered useless. Also, Smith
and Wesson will ensure that background checks take place at both retail
establishments and gun shows, that smart gun technology is used so that every
gun has a so-called ballistic fingerprint in order for law enforcement to
easily detect which bullet was fired from which gun, as well as biometric
identification which will enable the gun to be fired only after recognizing the
shooter's fingerprint.
On March 22, it was reported that two other gun manufacturers -- Glock, located
in Austria, and Browning -- have both considered and rejected similar
settlements to the one made with Smith Wesson, which puts a completely
different spin on the issue. While Smith Wesson undoubtedly accepted the
administration's proposal out of fear of having to lose millions of dollars in
lawsuits, the other companies took a different approach. They heeded the advice
of the organizations, individuals and even their clientele, without whom, the
companies wouldn't be in business anyway.
So the question arises, what is likely to happen to Smith Wesson? Aside from
getting a few days of good press, the company will get no benefit from this
deal at all. While it may have been granted immunity from legal action from
federal, state and local governments, they are still liable as individuals
still have the freedom to sue the industry.
Just look at the tobacco industry. It's getting slapped with more lawsuits
right now than it can handle, many from individuals who lost loved ones to lung
cancer and other smoking-related diseases.
Even if lawsuits weren't in the equation here, there is still no benefit. The
trigger lock technology alone is enough to encourage people to buy from Smith
Wesson's competitors who

Blue gold of the 21st century
Between 17 and 22 March the second World Water Forum will be meeting in the
Hague, organised by the Dutch government on the basis of an initiative by the
World Water Council (WWC), and including an international ministerial
conference. Such international initiatives are at least a start, since those in
charge of the world's water believe that water has to be treated as an economic
commodity. They argue that this is the only effective way to combat shortages
and rapidly rising prices. Water has become expensive, and it will be even more
expensive in the future, which will make it the "blue gold" of the 21st
century. To counter this grassroots mobilisation is urgently needed.

Between 17 and 22 March the second World Water Forum will be meeting in the
Hague, organised by the Dutch government on the basis of an initiative by the
World Water Council (WWC), and including an international ministerial
conference. Several thousand people are expected to attend. The WWC was set up
in 1994, with the assistance of the World Bank, the governments of a number of
countries (including France, the Netherlands and Canada), and the private
sector (for instance the Suez-Lyonnaise des eaux group). In 1996 it gave itself
the task of drawing up a long-term "global vision for water" which might then
serve as a basis for analysis and for drafting a "global water policy". The
World Bank has been pushing such a policy in recent years (1), and has had the
agreement and collaboration of all the relevant organisations within the United
Nations. In order to achieve its objective, the World Bank has over more or
less the same period overseen the creation of a Global Water Partnership (GWP),
with the aim of encouraging closer relations between public authorities and
private investors.
Since the work of the WWC and the GWP has not been entirely satisfactory (not
least because of their lack of coordination), the World Commission on Water for
the 21st Century was set up in August 1998 to generate some urgency in arriving
at that much-debated "global vision". To this end the commission embarked on a
massive international consultation exercise towards a new version of "2020
Vision" (2), and instructed the GWP to accompany this "vision" with an
operational schema entitled "A Framework for Action". The "vision" and the
"framework" in question are to be presented at the Hague. The ministers
participating in the ministerial conference (at which more than 100 countries
will be represented) are expected to approve a declaration which should provide
legitimacy for a "global water policy" for the coming 15-20 years.
What we have seen during the 1990s has been the setting-up of a kind of global
high command for water. In formal terms the private sector is only represented
in these various structures by the president of Suez-Lyonnaise des eaux (as a
member of the commission) and by senior personnel from Vivendi-Générale des
eaux. However the presence of business and high finance interests is all-
pervasive in the shape of "experts" who in most cases have links with those
companies. Private capital is thus solidly entrenched at the heart of the
decision-making process.
What are the arguments and proposals that will be presented (and if possible
imposed) at the Hague? Judging by the provisional documents that have been made
available prior to the opening of discussions (3), they are of a piece with the
framework of global water policy that has been pursued since the early 1970s.
Three main principles provide the driving force: commodification, privatisation
and oligopolistic integration between the various sectors worldwide: drinking
water, bottled water, water treatment and purification, and soft drinks. And
this all takes place in a context of struggles for market hegemony and power
struggles between national governments.

It all began in 1862 during the Civil War, when Union Army Captain Robert Ellicombe was with his men near Harrison's Landing in Virginia. The Confederate Army was on the other side of the narrow strip of land. During the night, Captain Ellicombe heard the moans of a soldier who lay mortally wounded on the field. Not knowing if it was a Union or Confederate soldier, the Captain decided to risk his life and bring the stricken man back for medical attention. Crawling on his stomach through the gunfire, the Captain reached the stricken soldier and began pulling him toward his encampment. When the Captain finally reached his own lines, he discovered it was actually a Confederate soldier but the soldier was dead. Rothschild Sons Ltd, "a Swiss holding company for the Rothschild merchant banking business worldwide ...(with) operating profits rising to 179 million Swiss francs ($122.4 million U.S.) in the year ended March 31 from 108 million francs the previous years." A 66% profit increase is no small feat especially when you consider their line of business. In the article, Sir Evelyn de Rothschild, chairman of Rothschild's Continuation, noted "We've got a good balance of businesses and on the whole we've had a pretty good run." The company also agreed to impose marketing and distribution rules on retailers who carry its wares, as ways to keep guns from children and criminals. Face it, SW will put themselves out of business. No self respecting person who wants to own a gun will buy a SW firearm since they are helping the government to to eliminate the second amendment by de facto means. Smith Wesson also promised to put a hidden, second serial number on handguns to make them easier to trace. In exchange, the city governments signing the settlement agreed to drop the lawsuits they filed against the company to recover costs associated with gun violence, and the federal government agreed not to file its own lawsuit. Cuomo said the gun industry and the National Rifle Association were surprised at the settlement, and are "panicked" that tougher safety rules are on the way. The government doesn't enforce the laws that are on the books now so that crime will rise and they can have more "ammo" for removing guns. The government sold gun companies a license to sell guns, how come these cities are not in litigation against the federal government? Besides the federal government, Cuomo said the attorneys general in Connecticut, Maryland and New York are looking into the reports as well. The possibility of a boycott was first reported by The New York Times earlier this week. Cuomo also used the news conference to rally consumer and government support for Smith Wesson and other manufacturers who may choose to participate in the responsibility standards outlined in the accord. Let's see now, the government wants to run the gun business, isn't that Fascism? This does not happen in a free country. Nearly 70 jurisdictions have now added the standards to contract specifications when placing bids for police weapons. Cuomo said police sales comprise about 25 to 30 percent of the annual market for new guns. Smith Wesson's decision to sign the agreement was criticized by the NRA and other gun groups. Two other gun manufacturers, Browning and Glock Inc., have declined to sign onto the accord. Perhaps police shouldn't have guns, they rarely arrive until after the criminals are long gone. Their weapons mostly consist of pens and forms to fill out after the crime. The aim was to convince the public that there was no moral justification to stop the bombing. "According to the German government sources that program for Kosovo Albanians ethnic cleansing had been worked out at the end of 1998 under the code name "Horseshoe".. The group that organised the June 18th demonstration is a GreenNet user and much of the organisation for the international protest took place using GreenNet Internet facilities. If the RIP Bill had been in place last year there seems little doubt that the police would have applied for an order to force GreenNet to give them access to the private email of people involved in the June 18th events. The police would almost certainly have wanted a similar order over protest activities planned to coincide with the Seattle WTO meeting. Under the RIP Bill, they will now be able to obtain such facilities to spy on the activities of protest groups. Internet Service Providers (ISPs) will have to build "interception capabilities" into their systems. When served with an "interception warrant" they will be forced to intercept private email and convey its contents to the police or various intelligence services. Refusal to comply with a warrant will carry a maximum jail sentence of two years. "Tipping-off" someone that their email is being read is punishable by up to five years jail. This also applies to informing anyone not authorised to know about the interception warrant. The warrant will initially be served on a named individual within an ISP. They may inform only those other people they need to help them implement the warrant and these, in turn, face the same penalties for tipping-off. The only exception allowed is to consult legal advisors. A separate section of the Bill deals with encryption. This provides for "properly authorised persons (such as members of the law enforcement, security and intelligence agencies) to serve written notices on individuals or bodies requiring the surrender of information (such as a decryption key) to enable them to understand (make intelligible) protected material which they lawfully hold, or are likely to." Such an order can be served on anyone "there are reasonable grounds for believing" has an encryption key. They could face two years jail for not revealing the key and are also subject to the same possible five year jail sentence as ISPs for informing someone that attempts are being made by the authorities to read their email. This section of the Bill has been widely condemned by civil liberties lawyers as reversing the fundamental right of a person to be presumed innocent until proven guilty and will almost certainly be challenged using the European Convention on Human Rights. -Caveat Lector- A HREF="http://www.ctrl.org/" /A -Cui Bono?- April 2 2000 MIDDLE EAST Revealed: CIA's bungled Iraqi coup Marie Colvin AN attempt backed by the Central Intelligence Agency (CIA) to overthrow Saddam Hussein degenerated into a farce that ended with an Iraqi security officer using the agency's satellite telephone to tell American agents to "go back to Langley". An inner circle of about 12 dissident Iraqi military officers, including the three sons of the chief plotter, were imprisoned and most are believed to have been executed. Another 160 people were arrested. The coup was crushed four years ago, but Iraqis close to the operation have only just agreed to reveal details. They have virtually given up hope the Americans will mount another operation against Saddam. "The CIA went against Saddam and lost everything," an Iraqi source said. The plan was bold. According to Iraqi sources, in 1995 the CIA infiltrated Saddam's inner circle for the first time since the Gulf war in 1991. The plot represented Washington's "dream scenario": a palace coup that would remove the Iraqi president but leave the regime intact and the country stable. The plan was hatched in talks between the CIA and Brigadier General Muhammed Abdullah Shahwani, an ethnic Turkoman from Kirkuk, in northern Iraq, who had retired from the army but retained Saddam's favour. Shahwani was running an import-export business between Jordan and Iraq when he was recruited by Steve Richter, then CIA chief in Amman, the Jordanian capital. The wealthy general agreed to recruit his three sons, all based in Baghdad with senior positions in the Iraqi special forces. One was a general in the Amn al-Khass, the security organisation responsible for Saddam's safety. The Americans alerted the Jordanians and a special unit was set up in Jordan's mukhabarat, the domestic security agency, to assist the coup effort. It was isolated from other Jordanian forces because many officers and soldiers were sympathetic to Saddam. But the plot went disastrously wrong. The CIA in Amman asked an Egyptian go-between to deliver communications equipment to Shahwani's sons. The Egyptian delivered walkie talkies and a satellite telephone programmed to dial only a CIA number. But he secretly denounced his contacts to the Iraqi mukhabarat. Saddam appears to have played with the CIA for months, using the general as a conduit for disinformation, before rounding up the plotters. He was aware of the plot by November 1995. A member of his security force who had secretly supplied information to the Iraqi National Congress (INC), a leading opposition group then based in Kurdistan, warned his INC contact: "Get out and tell your friends to escape. Pull out quickly." It was the first the INC had heard of the coup attempt. The officer also said Saddam had intercepted CIA communications equipment. The INC passed the warning to the Americans, but nothing was done. In March 1996, Ahmed Chalabi, the INC leader, met John Deutch, then head of the CIA, and Richter, who was now running the Middle East division of the agency's directorate of operations in Washington. Chalabi is said to have told them the coup plotters were known to Saddam, but again, the CIA took no action. Yesterday, Chalabi refused to comment. The CIA offices in the US embassy in Amman subsequently received a fax from Baghdad, sent on the satellite phone that had been delivered to the rebels. The fax began with verses from the Koran and ended with a message: "Go back to Langley." Up to 80 military officers who were arrested and interrogated may have been executed. Shahwani, who was in Amman, survived. The CIA sent him to Britain for debriefing, and has since moved him to a safe haven. The CIA's bungling had wide-ranging repercussions. Emboldened by his success, Saddam sent tanks into Kurdistan two months later, almost overrunning a CIA base in the city of Arbil. The CIA withdrew scores of people who had been working with the agency but Baghdad's forces killed hundreds of others. The disaster may help to explain Washington's moribund policy toward Iraq, which now consists of rhetoric and a few symbolic airstrikes a month. Of $97m in funds, training and military materials voted by the US Congress for the Iraqi opposition, only $250,000 has been released. Sources in Baghdad say Saddam is counting the days before he can crow about having outlasted another American president. The rise of Cherkesov, a shadowy figure who rarely appears in public, has appalled liberals, who accuse him of playing a leading role during the 1980s in the arrest and imprisonment of 20 dissidents in Leningrad, as St Petersburg was then known. Described by critics as being a hawkish reactionary, Cherkesov headed the investigative department of the KGB's hated fifth directorate, which was responsible for surveillance of the media, church, schools and trade unions. Cherkesov was also a member of his presidential election campaign team. "God forbid that a man like Cherkesov should have even more power than he already has," said Vyacheslav Dolinin, a former dissident arrested and questioned by Cherkesov dozens of times in St Petersburg. Dolinin spent nine months in prison and four years in labour camps in the far east of the Soviet Union for writing and smuggling to the West articles predicting the collapse of the Soviet economy. He was pardoned in 1987. "I'll never forget Cherkesov's office - that's where his true nature came out," said Dolinin. "It was number 13 and had been converted from an old public lavatory. Cherkesov sat behind a large desk under a portrait of Lenin. I was always made to sit on a chair in front of a small table. Both were nailed to the floor. A heavy metal grate was fixed to the window. "He questioned me for days, trying to make me squeal on friends and other dissidents. He never showed any sympathy. He was no monster, but this was an ambitious, small-minded man. His threats were always subtle." Cherkesov is also remembered in St Petersburg as the last KGB officer to open a case under a notorious clause in the Soviet criminal code - known as article 70 - which dealt with political crimes. The target was Yuli Rybakov, a former artist who is now a liberal member of parliament. Initiated in 1988, when Gorbachev's reforms were already well advanced, the case was closed by Moscow a few months later. "Cherkesov is the man who appeared on television, presenting my fax machine as clear evidence of my alleged spying and propaganda activities," Rybakov said. "That tells you quite a bit about his mentality." In one of his last actions before leaving for Moscow, Cherkesov also helped to open the case against Alexander Nikitin, a naval captain turned environmentalist who was arrested in 1996 and charged with treason after accusing the Russian navy of dumping nuclear waste. John's apartment in New Westminster, British Columbia, was raided at 2 PM Friday, 17 March 2000, by gun-wielding police searching for firearms. An antique gun collection owned by Hutchison was confiscated in its entireity. According to Hutchison, a phone call was received at about 2 PM Friday, stating that it was the police, and asking John to answer his door. Hutchison states that there were 8 to 10 individuals pointing weapons at him, only two or three of whom were in uniform. The rest were dressed in dark clothing. Hutchison was handcuffed and placed on the outside steps while police searched the apartment. No warrant was claimed or shown at any time. Police stated only that there had been an anonymous complaint that firearms were being brought into the apartment. Police also called in an "electrical inspector" to examine John's lab equipment. This is the famous "Hutchison apparatus" with which John produces the renowned "Hutchison Effect." Additional individuals dressed in suits were brought in who took extensive photographs of the Hutchison apparatus. Hutchison indicates that these persons had an "official air" about them, and that they might be Government agents, especially given the confiscation of the original Hutchison lab, which took place while John was out of the country in 1990. None of these persons showed any identification. Those who have followed John's career of invention and innovation will recall that his first laboratory was forcibly seized by the Canadian Government on 24 February 1990 by the direct order of former Canadian Prime Minister Brian Mulroney. The Government has retained the lab in spite of a court order by Judge Paris of the Supreme Court of British Columbia to return it. A previous raid on John Hutchison's apartment involving his collection of antique firearms occured in 1978, and processing took two years. The confiscated antiques were returned at the order of Judge Cronin. These events occured under the administration of former PM Pierre Trudeau. Former PM Joe Clark, who took over in the 1980s following the Trudeau administration, wrote to Hutchison offering help and support. The present raid follows close on the heels of a recent successful levitation performed 11 October 1999 which was videotaped by John. The effect was achieved after six days worth of attempts. However, neighbors called local police to complain about Hutchison's experiment. It is unclear whether something in their apartment levitated, although there is no other way known at this time that they could have been aware of the levitation experiment that was in progress. The neighbors in question live across the street from Hutchison. The sound of approaching sirens was recorded on the video soundtrack of Hutchison's camcorder during the experiment, and video of some emergency vehicles and personnel was obtained. Hutchison was handcuffed and placed on the outside steps while police searched the apartment. No warrant was claimed or shown at any time. Police stated only that there had been an anonymous complaint that firearms were being brought into the apartment. Police also called in an "electrical inspector" to examine John's lab equipment. This is the famous "Hutchison apparatus" with which John produces the renowned "Hutchison Effect." Additional individuals dressed in suits were brought in who took extensive photographs of the Hutchison apparatus. Hutchison indicates that these persons had an "official air" about them, and that they might be Government agents, especially given the confiscation of the original Hutchison lab, which took place while John was out of the country in 1990. None of these persons showed any identification. Those who have followed John's career of invention and innovation will recall that his first laboratory was forcibly seized by the Canadian Government on 24 February 1990 by the direct order of former Canadian Prime Minister Brian Mulroney. The Government has retained the lab in spite of a court order by Judge Paris of the Supreme Court of British Columbia to return it. A previous raid on John Hutchison's apartment involving his collection of antique firearms occured in 1978, and processing took two years. The confiscated antiques were returned at the order of Judge Cronin. These events occured under the administration of former PM Pierre Trudeau. Former PM Joe Clark, who took over in the 1980s following the Trudeau administration, wrote to Hutchison offering help and support. The present raid follows close on the heels of a recent successful levitation performed 11 October 1999 which was videotaped by John. The effect was achieved after six days worth of attempts. However, neighbors called local police to complain about Hutchison's experiment. It is unclear whether something in their apartment levitated, although there is no other way known at this time that they could have been aware of the levitation experiment that was in progress. The neighbors in question live across the street from Hutchison. The sound of approaching sirens was recorded on the video soundtrack of Hutchison's camcorder during the experiment, and video of some emergency vehicles and personnel was obtained. The overall goal of this program is to develop devices and machines that will increase the speed, strength, and endurance of soldiers in combat environments. Projects will lead to self-powered, controllable, wearable exoskeletal devices and/or machines. The technological challenges that must be addressed are energy sources, power by generation, haptic interfaces, control algorithm development, as well as integration of actuation systems and all previously mentioned subsystems into a machine with an anthropomorphic architecture. Highly efficient actuators must be developed that can utilize a high density, man-wearable energy source in both a safe and quiet manner. The power provided to the EPHA system must support the exoskeleton for a duration of military significance, initially estimated to be 4-24 hours. Control approaches must be devised that enable direct and seamless interaction between human and machine. Finally, these devices and machines will be demonstrated in order to evaluate their utility to various military operations. EHPA will enable new capabilities for ground forces. Inclusion of exoskeleton technology into land based operations will extend the mission payload and/or mission range of the soldier. Exoskeletons will also increase the lethality and survivability of ground troops for short range and special operations. The enhanced mobility and load carrying capability provided by the exoskeleton will allow soldiers to carry more ballistic protection and heavy weaponry. To meet the challenges set forth, DARPA is soliciting devices and machines that accomplish one or more of the following: 1) assist pack-loaded locomotion, 2) prolong locomotive endurance, 3) increase locomotive speed, 4) augment human strength, and 5) leap extraordinary heights and/or distances. These machines should be anthropomorphic and capable of bearing distributed loads, such as that generated by extensive armor protection, as well as typical pack loads. Other concepts for EHPA will also be considered in this solicitation. Methods of transforming high-energy dense power sources to actuation power for these machines should be developed. Energy sources must be integrated with compact, man-wearable power generators and, possibly, new types of actuators that would allow long endurance missions. Concepts and designs that fail to address the full integration of energy sources, power converters and actuators into a complete exoskeleton system are generally not of interest. However, development of enabling technologies of extraordinary promise may be considered for support but are best melded into a larger effort of realizing a complete system. WHITE PAPERS All white paper submissions will be evaluated for responsiveness to the stated goals and objectives of this BAA. Those best meeting the criteria of this BAA will be asked to submit a full proposal. The researchers were part of a secret unit of chemists set up at Cambridge University, UK. The team quickly developed many potential compounds that were tested on animals. But to find out which were the most promising for the Ministry of Defence, the team would test potentially risky gases on themselves. The scientists have told their story to the journal Nature. Dr Fred Pattison, who worked in the unit in 1943, told the BBC: "There was a research team assembled to work in Cambridge during the last war to prepare new types of potential chemical warfare agents and they were for retribution in case a gas attack came from the other side. "Sometimes we went into the gas chamber armed with a pencil and paper for a 10-minute exposure and we noted down what we found on ourselves." Nerve gases Dr Pattison said the research team were trying to find out what symptoms the gases caused at doses too low to cause death. Temporary blindness was usually the first symptom experienced by the participants. Nausea, vomiting and diarrhoea were also sometimes the side-effects of the tests. But what nobody realised at the time was that some of the organophosphate compounds they were making and testing were what are now known as nerve gases. "On one occasion, after having been in the gas chamber, I found that I was virtually blind for about 10 days," Dr Pattison said. "Normally one can see the outline of a window at night-time but I couldn't see that and I was afraid that I was permanently blinded. "But I managed to stagger out of bed and turn on the light and the light showed up as a dim glowing bulb, so I knew I wasn't blind and after about 10 days my sight returned to normal again." Many others on the team experienced temporary blindness but not usually for more than a couple of days. The scientists had to trust each other to make the correct calculations about what constituted a safe "sub-lethal" dose. Although this may seem like an extraordinary risk to us today, the chemists taking part say they saw it very differently in the context of a war. 'Ultimate weapon' "I was one that felt that sitting there was a rather comfortable way of spending the war when friends were otherwise zooming off in their aeroplanes, or tramping across the deserts," said unit researcher John Ilett. "But you were doing the thing as a wartime job. "It was not a matter of staying up in the university as an academic but working on a war effort to enable the forces to have another weapon. A weapon we hoped would be an ultimate weapon." When the team found promising new compounds, such as diisopropyl fluorophosphate, these were developed at the Ministry of Defence's Porton Down research centre.
