Listers, We're starting to look at web services, ultimately to exchange data with our customer's applications. At the moment, we're simply trying to consume a sample web service (from the integration guide) to prove the technology before we commit customer resources.

Gopal, I don't know of a command-line license add (or import) facility off the top of my head, but it's moot. Your server needs to be operational and stable regardless. Check your error log. There are probably messages for shutdown and startup, and maybe a fatal error.
