Row-level security can be applied a number of ways.
Assignee Group (Field 112) is common and easy. Add it to your form and

application, you’d use “%” + $DATE$ + “%” instead).

I'd take the message at face value,i.e. check to see if the database is
up/running. If it's not up, I'd look into why (check database log
files). If it is up, I'd look into why Remedy can't connect - recent
changes, for example. Especially database changes (such as Remedy id's
password).
