If it is a Part 18 device the lab is probably misapplying FCC 15.31 (f)(2),
which gives a 40 dB/decade factor. Part 18 is 20 dB, unless multiple distances
are used as Tom pointed out below.

In my experience ISO 7637-3 is only required by manufacturer specifications –
Volvo, Polaris, John Deere, Nissan, etc. I do not know of any mandatory
standards that use the -3.

load from the alternator. I don't think that's happening every ten seconds in a
