However, if I don't independently reselect the document style then I don't get
A4. I don't have to select the page sizes only reselect the doc style.

I've already done this. I removed US Letter completely from this file.
I still have to deselect then reselect the document style and only
then do I get A4 - without touching the page sizes.

I had the option of moving the graphics layer of any element
(including these white boxes) up or down.

In that case, the pagesizes.txt that Finale is using is not the one you edited.
The page sizes menu in the Setup Wizard is constructed from the pagesizes.txt
file. On Mac, if you're using Finale 2011, you have to edit the file in the
library in your user folder, not in the main library.
