IPMC just records the IP clearance documents for TLPs, and each clearance
mentioned on incubator list gives a possibility to get insight from IPMC

I think the point is that name search is not a blocker for doing incubator
releases - it can be time consuming and there are many other "bureaucratic"
steps to get through in the beginning like IP clearance and license
checking.

I don't think it's too usable, as you have to do git fetch origin
refs/tmp/3-incubating-SNAPSHOT -- and you would also fight with Maven
release plugin to do so.. But it's not all black and white. :)

Agreed, it is also a good way to "integration test" the documented release
process to have at least 2 release managers have a go.
If there are no emails on a podling list with questions on how to do a
release, then that hints of potential hidden knowledge, which as we see is

I think Apache should not take an active part in any forks, as it could
ruin the long-standing approval with the commercial community.
However I think going the Jenkins fork route is the way for these
communities that want to move forward:

understandably be a yellow flag.
I think as a project (with mentors help) Impala will have to review if
the code in question is "important enough" (e.g. contains a patented
algorithm, or is core to how Impala works)
Apache RAT helps a lot - at least to find files which hasn't got a
license header - but also manual grep for "Copyright", "License",
"GPL" etc. Some of these will require you to update your LICENSE or
NOTICE files.
Then you would have to go through binary files and check their origin,
e.g. PNGs f
