People should remove sv_unreserve from their configs. Since the server.cfg file is executed when a reservation cookie is accepted and a game starts, clearing out the cookie immediately looks to be causing an issue as the clients are disconnected after the cookie is cleared.

That's because people will look at the higher ping, which is a side effect of the lower FSP, in their tools / server browser and complain about it pinging higher than it should when empty. The fact the ping returns to normal when they joy is of no consequence. Regards Steve -

Hello Herk, one hint, when I used -nomaster with recent updates I was unable to see my server's status (not only on internet list on steam, but even on hlsw, or favourites server page on steam), like there wasn't any query communication at all. So server was joinable only thru console by
