Thank everyone who helped. The trick was that IZUPRMxx was NOT READ during startup. I had IZUPRM='PREV', but no IZU= entry in IEASYS. In effect IZUPRM00 member existed, I added PLUGINS entry, but it was not read during IZUSVR1 startup. I fixed it. Now the icons are not gray, but I lack some RACF
