You can check to see if the relay is working, just put a meter on a glow
plug and see if it is being energized (or voltized I guess). But yeah,
you might want to think about glow plugs too. And the fuse CHECK YOUR
FUSES!

An individual in the US can own a full auto with a proper permit. An
individual can also own a full auto without a proper permit, but that
would be improper. Converting various semis to full auto is a
relatively simple procedure with the (im)proper part.

the small number of legals ones out there are VERY expensive. you can be
licensed to have one by paying the $300 tax stamp but you can't own one you
