I can duplicate this problem. VoiceOver do not read the hour/minute fields in iOS 6. Strange, I'm not sure whether this is actually a VO bug or a TuneIn Radio bug when running iOS 6. In my opinion TuneIn Radio is superior to ooTunes so I rather see this bug fixed than switch to ooTunes.
