I agree with your rant; and I'll add my own. VoiceOver is free. You get amazing accessibility, and it does not cost a cent more. Bugs exist in all software, get over it. If you use a Windows computer, you have to spend a heck of a lot more for good accessibility; and there are bugs there too.

Try asking Siri something with a long answer like what is the 10 day forecast, and then start tapping the up volume button. Siri normally remembers whatever volume it was left at. I also turn off the change with buttons option in sounds so I don’t accidentally silence VoiceOver or Siri.
