First, make sure iTunes is not set to load automatically when you plug in an
iDevice.
You do not need iTunes for this.
Take a picture with the iPad to make sure you have one photo on it already,
though that may not be necessary.

We’ll probably use Photo Stream or some other solution for future picture
taking, but it’s getting this first dump of 9 gb plus of photos on to their
iPad that’s the rub.

When you say the newest update, do you mean version 2.9.4?

I did not know that JAWS 13 would work with Windows 8.
Have you tried NVDA as an alternative?
Or, unload JAWS and run Narrator then iTunes and see if it keeps running.
Then you can tell if it is an issue with iTunes, or with JAWS.
